Global South Gender Claims and Disputes: Trajectories, Threats and Achievements

Buenos Aires, Saturday July 15th, 2.30pm - 07:00 pm (ARG) (UTC-3)

The Global South has seen tremendous progress towards women’s rights in the last years. In contrast, in the Global North we have seen backsliding for women’s rights from the overturn of Roe vs. Wade in the United States to the rise of far-right populist parties in Europe waging a war against gender studies, intersectionality, and transgender rights. How can we explain those different trajectories? What can we learn from the progress in the Global South that might be applicable to Global North countries? Scholars from across the Global South will discuss the advancement or backsliding from a country, regional, or comparative perspective that help us illuminate the different regional trends.

Our e-mail call for persons willing to serve as Deputy Chair for the next two years resulted in Dr. Lenita Freidenvall (University of Stockholm, Sweden) taking up the challenge, with no additional candidates making themselves known, hence no on-line election took place.

You will find out more about Lenita in the short biographical note to follow. Lenita will ascend to Chair in 2018 after Jennifer Curtin (University of Ackland, New Zealand) who will step in after Anne Maria Holli (University of Helsinki, Finland) in Poznan.

Lenita Freidenvall is Senior Lecturer/Assistant Professor in Political Science at the Department of Political Science, Stockholm University, Sweden, and Co-Director of the Women in Politics Research Network. Her research publications cover the fields of gender politics and public policy in comparative perspective, specialising in political representation, candidate selection and gender quotas. As representative of Stockholm University, Lenita is responsible for the electoral gender quota project (www.quotaproject.org) together with International IDEA and Inter-Parliamentary Union (IPU). In 2014 she was commissioned by the Swedish government to investigate Swedish gender equality politics 2004-2014. She attended her first IPSA Congress in Durban, South Africa in 2003, and has been involved in the RC 19 since then. She believes IPSA is a central arena for the representation and presentation of work by women political scientists across the world and a key forum for addressing and promoting feminist research.

Pre-Congress Workshop on Gender Mainstreaming: Theory and Practice ‒ Research and Teaching

Saturday, July 23rd, 2016

WELCOME - send an e-mail to anne.holli@helsinki.fi for registration

Description

Since the mid-1990s and the UN Conference in Beijing, gender mainstreaming has been hailed as the feminist strategy for bringing gender perspectives into the study and practice of public policy and politics in general, at both the domestic and international level. Scholarship has offered some success stories, at least in comparative terms, with gender mainstreaming being realized in a transformative manner and with gender issues being considered in a ‘politics as usual’, self-evident, and systematic fashion. However, problems and failures in the gender mainstreaming effort appear to be a much more common story.

So is gender mainstreaming still a valid goal and strategy for feminist politics? How can we assess its advantages and disadvantages after twenty years of practicing gender mainstreaming? Are there possibilities for ameliorating the methods and application of this strategy to offset the disadvantages, or is there still a desire to do so? If not, what can we replace it with? And what opportunities and challenges has the concept of intersectionality – and the related strategy of diversity mainstreaming – brought to GM?

More recently, gender mainstreaming has come to be regarded a crucial strategy for transforming research and teaching in the academic field of political ‘science’. How do we ourselves as academics “do” gender mainstreaming in our research activities, how do we work to ensure gendered research is claimed as core knowledge in the discipline, and how do we mediate knowledge in the class-room in order to achieve this goal? What are the experiences, good practices and insights, and actual barriers to doing this? Have we been successful in bringing feminist scholarship into the “mainstream”? And what lessons from our experience of GM in research and teaching resonate with the insights gained in studying GM as a strategy in politics and policy work?

This Pre-Congress Workshop organized by RC 19 brings together gender scholars to exchange information, ideas and viewpoints on the state of gender mainstreaming in the study of politics and public policy, as well as in the fields of research and teaching. The presentations will include theoretical and empirical, case-specific and comparative analyses, as well as contributions from the floor. All those interested are welcome to participate, however, pre-registration is required (anne.holli@helsinki.fi).

Programme

9.00-9.15 Welcome (by Anne Maria Holli, Chair of RC19)

Roundtable abstract

Feminist political science emerged in the 1970s from feminist movements in the academia and the society as a critique towards the gender bias evident in male mainstream science and its embedded assumptions concerning the nature of politics, the public-private divide and a neglect of considering women as political actors. During the last forty years, feminist political science has proved not only its worth in revigorating the field theoretically and empirically, but also in its institutional growth e.g. in establishing professional fora, conferences and publications, not to mention influence on academic curricula around the world. This roundtable gathers scholars to reflect and discuss the past, present and future state of the art. How have come to the current stage; what are the benefits, problems, challenges and gaps in today’s research? To what extent are there regional variations in the development of the subfield? Where are we going to and how do we vision the development of the field further? Participants: Joni Lovenduski (Birkbeck College, UK) Marian Sawer (Australia) Laurel S. Weldon (Purdue College, USA)

On the heels of a very successful showing at the IPSA World Congress in Montreal in July, RC19 is busily preparing for several activities.

Since our last newsletter update, the new executive – Anne Maria Holli (University of Helsinki, Finland) as chair and Jennifer Curtin, University of Auckland, New Zealand) as vice-chair have been working on several projects in order to advance RC business, with the active assistance of the new board consisting of Parvathy Appaiah (India), Judit Fabian and Joan Grace (both from Canada), Sarah Maddison (Australia), Petra Meier (Belgium) , Birgit Sauer (Austria), Lea Sgier (Hungary) and Patricia Lee Sykes (United States).

For starters, we are among the co-sponsors of the Second International Conference on Public Policy at Catholic University of Sacro Cuore, Milan, 1st-3rd July, 2015. The first time this event was organized in 2012, it attracted over 1000 participants. We are hoping that also RC19 people increasingly find this new conference which is a new joint co-operative effort by several IPSA RCs. Melissa Haussman, former chair of RC19, is our representative in the organizing committee of the conference. The new vice –chair Jennifer Curtin is also, as we speak, in conjunction with FIIN (Feminism and Institutionalism International Network) busily organizing a special panel on 'Feminist Institutionalism and Gender Equality Policy'. In addition to this panel, the general call for paper proposals opens on 15 November and closes on January 15th. We sincerely hope that scholars specializing in gender and public policy will make a strong appearance within all the strands and themes targeted by the conference!

For Europeans at least, and maybe even most of the other RC19 members around the world, the highlight of 2015 is the 4th European Conference on Gender and Politics, arranged by ECPR Standing Group on Gender and Politics, June 11-13 at Uppsala University, Sweden. Continuing the initiative taken for 3rd ECPG conference, RC19 will again be sponsoring a specific Roundtable on the State of the Art of Gender and Politics in Uppsala. The proposed Roundtable is titled “Where is feminist political science going to?” and it promises to gather some of the most prominent scholars worldwide to share their thoughts on the topic.

RC 19 will organize an inter-Congress meeting on “The potentials and limits of Nordic equality politics in times of globalisation and change”

Helsinki, Finland, 12-14 December 2013

CALL FOR PAPERS

The meeting is part of a joint conference “Perspectives on political science and gender”, organized by International Political Science Association (IPSA), IPSA research committees 19 (Gender Politics and Policy) and 33 (the Study of Political Science as a Discipline), Nordic Political Science Association (NOPSA) and Finnish Political Science Association (FPSA). The Conference is organized in conjunction with the IPSA Executive Committee Meeting in Helsinki. The Nordic Political Science Association and the Finnish Political Science Association will also organize events during the Conference.

Theme: The Nordic Countries have for a long time been considered as model countries when it comes to gender equality, a high representation of women in politics and ‘women-friendly’ policies enabling a dual bread-winner/career model for both sexes. The aim of this meeting is to provide a forum for a critical analysis of the situation and future prospects in the Nordic contexts today, in the framework of global economies, increasing migration and multi-culturalism in Nordic societies as well as the rise of support for populist, often anti-immigration and anti-equality parties. Invited speakers and participants include top feminist scholars in this field. The organisers welcome paper proposals to all the planned workshop sessions on this theme.

Deadline for for paper proposals is 15.9.2013. Abstracts should be sent to Anne Maria Holli (anne.holli@helsinki.fi)

For more information: see the conference website: http://blogs.helsinki.fi/fpsaconference2013/

__Programme

Roundtable: What can (Nordic) feminist studies contribute to political science?__

Chair: Anne Maria Holli (University of Helsinki)
Terrell Carver (University of Bristol): ‘Gender is not a synonym for women’
Linda Cardinal (University of Ottawa): ‘Political science, feminist studies, minorities and intersectionality’
Birte Siim (University of Aalborg): ‘The challenge to reframe citizenship and gender equality - a Nordic (feminist) perspective’
Lenita Freidenvall (University of Stockholm): ‘Gender equality policy: actors, institutions and
processes’

Workshops:

1.	Critical feminist policy analysis. Theoretical, methodological and empirical challenges

Chair: Malin Rönnblom (University of Umeå)

2.	Gender equality, nationalism and welfare: intersectional contestations and the politics of belonging

Chair: Pauline Stoltz (University of Aalborg)

3. Open workshop

Chair: Lenita Freidenvall (University of Stockholm)

4. The politics of gender and equality in times of globalisation and change – comparative perspectives

Chair: Christina Bergqvist (University of Uppsala)

Workshop to be held 18 July, 2014 (prior to the Montreal Congress)__

Joint Call by RCs 7, 19, 52

Gender is now understood as key to processes of nationalism, nation-building, and the formation of national communities. Studies show that ‘the nation’ is not gender-neutral, but constructs and mobilises specific gender regimes and dominant conceptions of masculinity and femininity. Considerable research exists about how women, women’s movements and feminisms relate to nationalisms, nation-state formation and nation-building. In various disciplines, the resulting literature displays great diversity in its findings. However, mainstream theories of nationalism and of national processes virtually always ignore this literature. Disrupting mainstream assumptions calls for systematic comparisons of gender/ national relations that eventually can inform general theories.

Discourse also has an important role to play in these analyses. Within nationalist discourses, women are often presented as reproducers of the nation and its boundaries, as signifiers of the national identity, and transmitters of culture. Although the construction of masculinity is less often explored, studies show that nationalist discourses often reify a hegemonic notion of masculinity associated with conquest, control and the consolidation of power. Such studies suggest that nationalist discourses often help to institutionalise dominant forms of masculinity and femininity, ignoring in-between positions.

The workshop will build on these analyses. From historic cases and processes of post-colonialism, war or intra-state armed conflicts, to peaceful processes of nation-building, notably in post-industrial societies, and at the supranational level, (e.g. the EU, UN) the workshop hopes to examine how gender regimes are constructed and mobilized; and how dominant versions of masculinity and femininity are politically exploited in contexts associated with ‘nations' 'nationalism' and 'nation-building’. The workshop also will explore intersectional aspects of gender/ nation interactions, notably their effects on sexual, ethnic, linguistic and race minorities. The workshop organizers especially welcome papers comparing cases and panel proposals viewing cases from different perspectives.

Those proposing papers might consider these questions:

Why do women’s and men’s experiences with nationalisms so often differ?

Why do women’s experiences with nationalisms differ across time and place?

Why do women who are part of majority or minority cultures relate differently to nationalisms and nation-building?

Why do organized women participate in some national projects, but are alienated from other projects?

In what contexts does participation in nationalist movements benefit women?

What conditions are associated with negative gender/nation relations?

How does women’s presence or absence affect the nature, rise and intensity of nationalisms?

How do the gender scripts in nationalist discourses vary and what role do such scripts play in nationalist and/or gender politics?

Abstracts of no more than 500 words should be sent to Jill Vickers (jill.vickers@sympatico.ca)
and
Sarah Maddison (sarah.maddison@unsw.edu.au) by December 15, 2014.
Participants will be notified by February 1.
